[O29] 029 list now moderated and announce-only

Hi O29 subscribers,

Just a quick note to say that as per the decision of the last planning
meeting, this list is now a moderated list for O29 coalition
announcements only.

A new unmoderated list will be created shortly for O29 discussion/debates,
and non-O29 related annoucements.  Julie from the ISO will be posting
sign-up info for that list shortly.
